What licenses do i need (if any) for an online auction site?

i want to start up an online penny auction web site similar to swoop, or madbid. i need to know if i need licenses or permits and how i get them.
This is in the uk by the way, don’t know if that makes any difference.

and do not ask any municipal employee; cause they hate internet based businesses
for that reason.

some states now try to demand collection of sales taxes and they are
heavily handing some sites like ebay and amazon to collect taxes. IT is not legal but
they do it anyway.

    Talk to your local city or county clerk about the requirements for a business license.

    The town I moved from wouldn’t sell someone a business license without a physical location, like an office or a storefront. If you’re doing this from your home, you might not need a license at all, but check with the city/county clerk to be sure.
